“Appointment of Nominated Counsel (Civil / Criminal)"
as Incharge Legal Aid Services in the High Court


Hon’ble Mr. Justice Manmohan Sarin, Chairman of the Committee has approved a policy for nomination of counsel as Incharge of Legal Aid Services in the High Court on the Civil as well as Criminal side. The nominated counsel shall have the following qualifications and experience:- 

  1. Minimum of 10 years of experience as a Practicing Advocate on the Civil and Criminal side in the High Court of Delhi;
  2. Must be a member of Delhi High Court Bar Association;
  3. Having keen interest to work for the benefit of poor, ignorant and deprived Classes;
  4. Having experience of working with the Jail Authorities, acquainted with practices and procedures.

The nominated counsel shall perform and render the following services:-


  1. The Nominated Counsel Incharge Legal Aid Services shall seek information from all the empanelled and nominated counsels on the criminal side regarding the number and status of the case which are being handled by them and maintain such record;
  2. Nominated Counsel Incharge Legal Aid Services shall ensure regular appearance of nominated counsel on the criminal side in criminal matters and in case of non-appearance, the nominated counsel shall appear in the matter and act, plead or do all such matters that may be necessary for the conduct of the case of the litigant and in the interest of administration of justice;
  3. Nominated counsel shall advice, provide consultation to the empanelled lawyers dealing with such cases on the issues that may arise in any given case from time to time;
  4. Nominated counsel shall also give suggestion to the Secretary so as to streamline the work of conduct of criminal case in the High Court;
  5. Nominated counsel shall give suggestion to the Committee to ensure equal distribution of work and due representation by nominated counsel;
  6. Nominated counsel shall also ensure that the under trial or convicts who are lodged in Jail are apprised about the status of their case without any delay;
  7. Nominated counsel shall also ensure that the paper books are compiled and made available to the nominated jail counsel for filing of appeals and render such suggestions as may be necessary to provide effective legal remedies to under trial prisoners;

Advocates who are interested legal aid work and wish to be nominated may kindly apply to the Committee with relevant particulars.
